Confidentiality of Student Records – FERPA
Rowan-Cabarrus’ Annual Notice to Students of their Rights Under FERPA
The Family Educational Rights and Privacy Act of 1974 (FERPA) is a Federal law that governs the maintenance of student records. This act, with which the College intends to comply fully, protects the privacy of educational records, establishes the right for students enrolled to inspect records kept by the College about the student and the right to correct inaccuracies in the records. Rowan-Cabarrus Community College recognizes its responsibilities to students in maintaining accurate and confidential student records. Access to the records by persons other than the student is limited and generally requires prior consent by the student. Rowan-Cabarrus Community College adopted a written policy governing the rights of parents and students under the Family Educational Rights and Privacy Act. Copies of this policy may be found in the Office of the President and the Chief Operating Officer of Student Success & Service Excellence at Rowan-Cabarrus Community College.
What are Educational Records?
Educational records, as defined under the provisions of FERPA, are files, documents, and other materials containing information directly related to students, that are maintained by an education institution or an authority on behalf of the institution.
Directory Information
Directory information are items that are generally not considered harmful or an invasion of privacy if publicly available. Under FERPA, these items may be disclosed to the public unless the student notifies, in writing, the Registrar within the first five (5) days after student enrollment. Rowan-Cabarrus has designated the following information as “directory information”:
- Student’s Name
- Credentials, Degrees, Honors and Awards conferred
- Dates of Attendance (Term)
- Enrollment status (full-time, half-time, part-time)
Can you, the student, request that Rowan-Cabarrus NOT disclose directory information?
Yes, but keep in mind! Any student considering total confidentiality should be aware that this will have significant consequences such as preventing acknowledgment of your enrollment status, and the release of any and all “directory information” by Rowan-Cabarrus to potentially interested third parties such as lenders, insurance companies, or potential employers. Students should carefully consider the consequences before submitting such request to not disclose directory information.
How do you, the student, permit release of your educational records?
Rowan-Cabarrus wants to assure that you the student have a clear understanding when requesting we release any information pertaining to your educational record. In that effort, provided for you is a FERPA Consent to Release Student Information form. This form must be presented to the Student Advocacy Services office or to the Registrar’s office along with your RCCC student ID or another form of photo identification.
